About the Strategy
Project objective is to develop strategies to increase production of both market rate and affordable housing in El Paso while addressing risk of displacement and housing security.
Housing Working Group
As part of the City’s Comprehensive Plan update, Envision El Paso is advancing the Housing Strategy by bringing together key stakeholders, community leaders and residents through a Housing Working Group. The insights and lived experiences of the Housing Working Group help shape housing solutions that meet the needs of our growing and diverse community. Over several sessions, the Housing Working Group partners have provided input on housing inventory, affordability, draft policies, survey results, and future planning tools.

Focus Groups
Focus group meetings bring varying stakeholders to gather deeper insights and valuable perspectives on housing and economic strategies, helping to shape well-informed and effective solutions.

Focus Groups Round 1
Jun 17-18, 2025
The intent of these meetings was to gain an understanding in the challenges and opportunities for developing a diversity of housing in El Paso and to better define housing affordability for El Paso. In addition to researching local demographics, employment trends and housing patterns, project consultants met with various stakeholders to gather local data influencing housing development in the city.

Focus Groups Round 2
August 25, 2025: 1:30pm-5:30pm
As a follow up to the prior focus group meetings, the initial housing needs assessment was shared, alongside input from our housing working group. Discussion was facilitated to review and confirm key housing concerns, as well as an outline of initial strategies. Participants voiced their ideas for which strategies would be most impactful and any additional ideas to consider.
