In 1954, the First Annual Comprehensive Capital Expenditures Plan was adopted. This planning document included existing conditions, arguments, and additional information on proposed capital projects and improvements.

In response to the annexation of Lower Valley land, the Third Annual Capital Expenditures Program evaluated the new needs of the growing city. Approximately half of the proposed projects from the First Annual Capital Expenditures Program would be completed by the time of the 1956 program. This document defined ‘capital project’ for the first time and began identifying prioritization measures.
