highlight project delays and financial setbacks

as a result of process inconsistencies facilitated by the City.

Fast Tracks & Setbacks illustrates the entitlement and permitting process that a housing project in El Paso has to go through in order to be developed. As part of the process to develop the housing strategy, our consultants developed a housing needs assessment, showing us that we are short 35K housing units over the next 10 years. In response, city staff hosted 50 meetings with stakeholders involved in housing production from financing, design, development, non-profit support and construction. We discovered that the entitlement and permitting process, if improved, could significantly improve housing affordability in our city. To illustrate the current inconsistencies and delays experienced in this process, we developed a board game that was influence by both the Game of Life and Chutes and Ladders.
